  3. Residential Smart Irrigation Controller Program

    About the Program

    The Coachella Valley Water District (CVWD) is purchasing, installing, and programing one free weather-based irrigation controller (smart controller) per customer account for eligible residential customers. Smart controllers automatically adjust your irrigation system’s run time based on historic and/or current weather data, reducing the amount of water applied in the cooler months and increasing the amount in the summer.  Studies have shown that Coachella Valley homeowners who switch to smart controllers have cut their water usage up to 26 percent.

    The Program is available to all CVWD residential customers at no charge.  Regular maintenance and continued programming of the controller is the responsibility of the participant.  The District will install and program the controller, and provide up to one follow-up visit, if needed. Three or more visits by CVWD staff for the same issue within a 12-month period will be charged at $75 per visit.

    Eligibility 

    1. Applicant must be a CVWD customer. Customers residing within CVWD’s service area who do not have a CVWD account are not eligible for CVWD Programs. 
    2. Applicant must have a fully functioning irrigation system
    3. The existing controller cannot be hard wired to the home’s electrical system. The system must have an electrical outlet that allows the CVWD representative to plug in the new controller. 
    4. A photo of the controller plugged into an outlet must be provided in order to be eligible. 
    5. Applicant’s account must be in good standing.

    Conditions 

    1. The participant must be present for the installation site visit.
    2. Applicant agrees to schedule, and allow CVWD representative(s) onto the property to install and program the new irrigation controller.
    3. The participant agrees to leave the new smart irrigation controller in place for a minimum of one year provided that ownership of the property does not change.
    4. The participant agrees to allow CVWD to inspect the new smart controller installation at any time within the first year by mutually agreed upon appointment.
    5. The participant agrees to allow CVWD to determine the location of the weather sensor to be installed. 
    6. The District will install and program the controller, and provide up to one follow-up visit, if needed. Any additional follow-up visit, if needed. Any additional follow-up visits will be charged $75 per visit. Regular maintenance and continued programming of the controller is the responsibility of the participant.
    7. The participant agrees to allow CVWD to contact him or her for the purpose of conducting program research and agrees to participate in the customer satisfaction poll at the conclusion of the program

    RELEASE OF CLAIMS AND IDEMTIFICATION

    By applying for or participating in any component of CVWD’s Programs, personal information listed on your application may be subject to disclosure to any member of the public who requests it pursuant to the California Public Records Act. Neither the Coachella Valley Water District, nor its contractors or agents, makes any representation or warranty regarding the irrigation controller utilized in this Smart Controller Program. By participating in the program, you waive and release the Coachella Valley Water District, its contractors and agents, from any and all claims and causes of action arising out of the installation or use of the irrigation controller in connection with the Smart Controller Program.  Any claim you may have based upon any defect or failure of the performance of the irrigation controller installed in conjunction with this rebate program should be pursued with the controller manufacturer. CVWD is responsible for operating and enforcing the Terms and Conditions of the Program. CVWD also reserves the right to modify the Terms and Conditions at any time within the Program year. 

  4. Residential Rotary Nozzle Rebate Program

    About the Program

    The Coachella Valley Water District (CVWD) established the Landscape Water Management Program for the purpose of water conservation and to eliminate nuisance water, overspray and run-off.  CVWD is offering the Residential Rotary Nozzle Rebate Program (Program) for eligible residential customers who convert from less efficient traditional fixed or adjustable arc spray nozzles to more efficient rotary nozzles for watering lawns and turf areas. The rebate pays $4 per installed rotary sprinkler nozzle up to 500 nozzles which equates to a maximum of $2,000 for upgrading your system.   High-efficiency rotary nozzles apply water more slowly and uniformly to lawn and turf areas preventing misting and overwatering which can cause runoff.  Because the water is applied more slowly, more water is able to soak into the soil.   Rotary nozzles use up to 20% less water than traditional spray nozzles.

     Only rotary nozzles from the following approved manufacturer’s list are eligible for a rebate:  Hunter, K-Rain, Rain Bird and Toro.  Additional information can be found at www.cvwd.org/ResNozzles.  If you begin or complete your Project before applying and receiving pre-approval, your Project is not eligible for a rebate. All rebate projects must be pre-approved before work begins.  No retroactive rebates will be approved.  Eligible projects are funded on a first-come, first-serve basis.  There is no guarantee that funds will be available for an entire Program year (July 1-June 30).

     Applications may be submitted in person to CVWD, or by email or postal mail as listed below. Once we have received your application, it will be entered into the online system. Your application will be reviewed and you will be contacted for a pre-site inspection. Do not begin you Project before receiving your written pre-approval.

    Eligibility 

    All Residential Rotary Nozzle Rebate Projects (Projects) must be pre-approved before work begins.  If you begin or complete your Project before applying and receiving pre-approval, your Project is not eligible for a rebate. No retroactive rebates will be approved.   Eligible Projects will be funded on a first-come, first-serve basis. There is no guarantee that funds will be available for an entire program year (July 1 through June 30).

    1. Applicant must be a CVWD customer. Only domestic water customers are eligible for this program. Private pumpers, recycled water and canal users are not eligible. Customers residing within CVWD’s service area who do not have a CVWD account are not eligible for CVWD Programs. 
    2. Applicant must be the owner of the property site, or be a designated representative with written authorization to represent the property owner.
    3. Applicant must have a fully functioning irrigation system
    4. Applicant’s account must be in good standing.

    Conditions 

    1. Applicant must:
      • Complete and sign rebate application prior to starting Project
      • Applicant agrees to schedule, and allow CVWD representative(s) onto the property for the Pre-site and Post-Conversion Inspections.
      • Receive written pre-approval before starting Project conversion. Notification will be sent to the email address on the application.
      • Receiving pre-approval is solely an estimate and does not guarantee a rebate. Rebate amounts are subject to change and will be determined by verification at the Post-Conversion Inspection. 
      • Only rotary nozzles from the following approved manufacturers are eligible for a rebate: Hunter, K-Rain, Rain Bird, and Toro. Additional information can be found at www.cvwd.org/resnozzles.
      • Applicant must keep their retail receipts and provide a copy to CVWD for the new rotary nozzles purchased and installed prior to the Post-Conversion Inspection.
      • Applicant must complete the Project within 90 days after written approval is given.
      • If the Project fails the Post-Conversion Inspection, CVWD will attempt to allow the applicant to make changes to the Project to comply with the Program and be eligible for the rebate. CVWD will conduct one (1) additional Post-Conversion Inspection within 30 days of the failed inspection. CVWD will not provide more than two (2) inspections for failure to follow program guidelines.
      • An Internal Revenue Service W-9 Form must be completed upon request by CVWD. The federal tax code treats landscape rebates as taxable income.
      • After the Project is completed, approved and verified, a rebate check will be mailed to the property owner’s billing or mailing address associated with the applicant’s account within 90 days.

    RELEASE OF CLAIMS AND IDEMTIFICATION

    By applying for or participating in any component of CVWD’s Programs, personal information listed on your application may be subject to disclosure to any member of the public who requests it pursuant to the California Public Records Act. Neither CVWD, its contractors or agents, makes any representation or warranty regarding the contracted services or products that you may select for your Project(s) under the Program.   Removal of turf, overhead spray irrigation, adjustable bubblers or emitters and traditional spray nozzles and the installation of water efficient devices and plants does not guarantee reduced water use.  Any and all claims or causes of action you may have in connection with any defect or failure of performance of any contracted service or installed product or device provided to you for your Project may only be pursued with the contractor you hired or the appropriate manufacturer/distributor. By participating in the Program and accepting the rebates provided, you thereby release CVWD, its contractors and agents, from any and all claims and causes of action that may arise out of your removal of turf from your property and/or the purchase, installation, and/or use of water efficient devices and plants in connection with the Residential Rotary Nozzle Rebate Program.  CVWD and its representative will take photos of Project areas being renovated through the Program and may use pre- and post-conversion photos for reproduction or promotional purposes.  Identifying location features, such as address numbers, will not be included in any promotional materials. CVWD is responsible for operating and enforcing the Terms and Conditions of the Residential Rotary Nozzle Rebate Program. CVWD also reserves the right to modify the Terms and Conditions at any time within the Program year.    As the Program participant, you are responsible for ensuring that your Project complies with all applicable Federal, State and local laws, CVWD rules and regulations, as well as applicable CC&Rs, and/or Homeowner Association restrictions.  Quality of work and appearance of the converted area are the responsibility of the participant. Further, you agree to indemnify, defend, and hold harmless the CVWD, its directors, officers, employees, contractors, and agents, from all liability and claims of any kind arising out of, or related to, removal of turf, overhead spray irrigation, adjustable bubblers or emitters and traditional spray nozzles and purchase, installation, and use of water efficient devices and plants in connection with this Program.
